實用、經(jīng)濟、美觀”的建設方針，對建設資金要精打細算，最大限度地提高資金使用效益。

normal style=line-height: 150%; text-indent: 32pt; margin: 0cm 0cm 0pt; mso-char-indent-count: 2.0>1、為加強建設項目的現(xiàn)場管理，提高工程質量，提高工作效率，施工現(xiàn)場嚴格執(zhí)行項目負責人負責制度，所有對施工現(xiàn)場的任何指令都需經(jīng)過項目負責人予以落實。

normal style=line-height: 150%; text-indent: 32pt; margin: 0cm 0cm 0pt; mso-char-indent-count: 2.0>2、項目部為做好控制設計，要積極主動的提出合理化建議，盡量減少施工過程中的設計變更。若需設計變更的，除特殊情況外需提前由項目負責人填寫《設計變更單》；若用途、布局等發(fā)生變更的，由使用方提交書面報告并經(jīng)有關部門批準，經(jīng)學校同意后，方可執(zhí)行。

normal style=line-height: 150%; text-indent: 32pt; margin: 0cm 0cm 0pt; mso-char-indent-count: 2.0>3、施工現(xiàn)場工程變更簽證由項目負責人負責，工程變更必須做到與價格核算同步。為確保由于變更引起的費用在預算所控制之內，每次變更金額為5萬元以下，由項目負責人負責簽證；每次變更金額為5萬元（含）以上，除特殊情況外需提前5個日歷天，由項目負責人填寫《施工現(xiàn)場工程變更單》，由學校同意后方可執(zhí)行。
